Case study · Gram Panchayat ecosystem
GramNetra · PanchayatOS.
One platform. Every panchayat its own tenant.
A multi-tenant digital governance ecosystem for Gram Panchayats. The core platform is deployed and continues to be developed. Each panchayat runs as its own isolated tenant on shared platform services.

01 · Context
India has a very large number of Gram Panchayats, each with its own staff, records and processes. Building and operating separate software for each is not realistic. GramNetra · PanchayatOS is designed as one platform that every panchayat can use as its own.
02 · The challenge
Many small institutions
Panchayats are numerous and individually small, with limited technical capacity of their own.
Shared needs, separate data
Panchayats need much the same capabilities, but their data must stay theirs.
Software that outlives a project
A governance platform has to keep evolving without disrupting offices that already depend on it.
03 · The approach
- 1
Tenant per panchayat
Isolation is built into the architecture rather than bolted on, so each panchayat’s data stays separate.
- 2
Build common services once
Identity, records, reporting and audit are shared platform services, so improvements reach every tenant.
- 3
Roles that mirror the office
Workspaces are shaped around how a panchayat works.
- 4
Deploy the core, then extend
A deployed core platform keeps growing with new modules as needs are understood.
04 · The system
One platform, many isolated tenants
The tenancy model is what lets a single platform serve many panchayats safely.
Select a panchayat tenant to see what is shared and what is kept separate.
Illustration · A conceptual view of the tenancy model. Tenant names and counts are illustrative, not actual deployments.
System architecture
Multi-tenant by design
Each Gram Panchayat is an isolated tenant with its own workspace and data.
Shared platform services
Common capabilities are built once and available to every panchayat.
Role-shaped workspaces
Access follows the way a panchayat office is actually organised.
Continuous development
The deployed core is extended with new modules over time.
05 · Workflow
Tenant provisioned. A panchayat gets its own isolated workspace.
06 · What it provides
A deployed core platform
The core of the ecosystem is in operation.
Isolation between panchayats
Each panchayat works inside its own tenant.
A foundation that scales across panchayats
Shared services mean onboarding another panchayat does not mean building another system.
We describe what the system provides rather than quoting performance numbers. Measured results will be published here once verified.
07 · What we don’t show
Module-level details, tenant counts and operational data are not published here. Further detail will be added once cleared for publication.
